Water activity is not moisture content. It is the water available to microorganisms, which is what decides whether a batch stays stable in a jar for months or grows something in a fortnight.
Michigan sets the limits: no more than 0.65 for raw plant material, and no more than 0.85 for infused edibles.

If your cure is running hot or fast, water activity is the number that shows it first — before mould, before a failed microbial panel, and before a customer notices.

- Is it the same as moisture content?
- No. Moisture content is how much water is present; water activity is how much of it is available to microorganisms. The second is what predicts spoilage.
